We live in USA where official language is English.
If you are an American citizen you should be able to read, write and speak fluent English.
Last time I checked, naturalized citizens are required to pass civics test, reading, speaking and writing in English.
This bill is promoting chain immigration and additionally burdening our already compromised voting system.

House Judiciary Committee Democrats voted to strike language from an amendment to H.R. 8770 making it clear that non-citizens are ineligible to vote in American elections.
